Terms & conditions

The online participation platform Zesumme Vereinfachen set up by the Ministry for Digitalisation together with Go Vocal, aims to give as many people as possible the opportunity to reflect on and contribute to the simplification of the Luxembourg State’s administrative procedures.

User contributions are subject to a number of rules in order to keep the debate open and constructive. Below, you will find the general conditions of use of our platform, as we are convinced that clear rules are the best guarantee for a constructive online community. 

Who can register on this online participation platform?

Anyone who wants to follow the debate online may do so. Access to the platform is free. Everyone can read the ideas and reactions published on the platform, without having to create an account. However, if you want to take an active part in the discussion (share your own ideas, comment on or respond to others’ ideas or support existing contributions), you need to create an account, by indicating a user name and e-mail address. 

The user who creates an account is not the owner of that account. The Ministry for Digitalisation reserves the right to refuse, suspend or delete an account, for example if the user does not comply with the rules set out below or has already been banned from another user account.

Each account must comply with the following rules:

Each account is strictly personal

Each account must be exclusive and linked to a natural person. Any person has the right to create an account. If a person has more than one account, the Ministry for Digitalisation reserves the right to delete all those accounts. Each user must be at least 16 years old.

An account cannot be transferred to another person 

Each account is strictly linked to a single person. The Ministry of Digitalisation reserves the right to delete an account in case of abuse.

Any use of an account for the sole purpose of gaining a commercial advantage is prohibited. The purpose of the platform Zesumme Vereinfachen is to increase citizens’ participation in the administrative simplification process. An account may therefore only be used for that purpose.

Account information should always be kept confidential

The author of the account is the only person authorised to use it. He or she must make sure to keep the login and password secure. We recommend using a "strong" password (a password with a combination of upper and lower case letters and numbers). The Ministry for Digitalisation can in no case be held responsible for any attack against an account if the user does not comply with the above conditions. The Ministry for Digitalisation cannot be held responsible for the theft of your account, for example through “phishing” methods. The Ministry for Digitalisation will never ask its users to share information such as their login or password by e-mail. If personal information should be requested, the user would always be redirected to the platform.

Limitations on the content and the use of the platform and moderation policy

The Zesummen Vereinfachen platform is open to all. We strongly believe in freedom of expression. Everyone is welcome to interact, as long as they respect certain basic rules of courtesy. We wish to maintain respect in the exchanges: while criticism and expressions of various disagreements have their place in the debates, insulting language or attacks will not be tolerated.

The platform is moderated and animated by community moderators from the Ministry for Digitalisation. The role of the moderators is to ensure the quality of the debates by removing contributions which, through their undignified, offensive, destructive or off-topic nature, harm the discussions.

Violation of the laws in force

The moderators exclude any comments that are contrary to the laws in force. This includes privacy laws, intellectual property laws, the criminal code, etc. It is forbidden to use the account to promote illegal activities. 

This covers, but is not limited to:

  • attacks or insinuations based on race, beliefs, ethnic origin, gender or sexual orientation;
  • insults, harassment, serious unproven or notoriously inaccurate statements that damage the honour of individuals or organisations, as well as any personal attack (aggressive, contemptuous, overbearing comments etc.);
  • any message which is violent, obscene, pornographic, harassing or offensive to human dignity;
  • any message inciting discrimination, hatred or violence against a natural or legal person, a group or a community;
  • mentioning confidential or personal data belonging to others without their express authorisation and consent, or the insertion of inappropriate hypertext links;
  • any message infringing copyright or related rights, the law applicable to databases, the right to one’s image and respect for privacy;
  • the contents of websites accessible only by paid subscription.

Intellectual property rights

The Ministry for Digitalisation respects intellectual property rights and expects all users of the platform to do the same. The Ministry for Digitalisation reserves the right to remove content that infringes intellectual property rights. Repeated violations of these rights may result in the temporary suspension or permanent deletion of the account by the Ministry for Digitalisation.

Participation on the platform implies knowledge and acceptance of the following conditions:

  • Contributions posted on the platform are intended to be reused by the Ministry for Digitalisation or by third parties designated by it. Contributors expressly accept that the Ministry for Digitalisation or third parties designated by it may freely reuse and modify their contributions; as this is a collective intelligence process, the contribution is intended to be discussed, enriched and modified.
  • Contributors undertake never to claim or assert against the Ministry for Digitalisation any property right relating to their contributions or to the follow-up which may be given to them. Indeed, it is recalled that ideas may not be protected as such in particular by copyright.
  • Contributions may be written in any of the languages of the platform and contributors accept that their contributions may be translated.

Spam

We strive at all times to protect users of the platform from spam or threats using technical means. Accounts which perform the following actions may be temporarily blocked or permanently deleted:

  • Malware / phishing / viruses / worms / Trojans: it is forbidden to post malicious content or links to such content, with the aim of damaging the computer or browser of others, or violating the privacy of others.
  • Spam: It is prohibited to use the platform to spam other users. 

Rules of conduct

To ensure the proper functioning of the Zesumme Vereinfachen platform, the following rules of conduct must be observed:

  • the content published must be related to the purpose of the online consultations;
  • repetition of proposals should be avoided - failing this, the moderators may suggest that the two contributors merge their proposals;
  • users can report and request the removal of any proposals or comments which do not comply with the general conditions of use;
  • contributions may be written in any of the languages of the platform.

If the above rules are not respected

If an infringement of the above rules is detected, the Ministry for Digitalisation reserves the right to suspend or permanently delete the account. 

Neither the Ministry for Digitalisation nor Go Vocal can be held responsible in any way for messages posted by users or third parties in breach of the above rules. If a user detects an infringement, he/she can report it to the following e-mail address: mail@zesumme-vereinfachen.lu

It is possible that files may be downloaded via the platform, whether or not by a user, or that users have placed malicious links. Each download or click on a link is done at the user’s own risk, and any damage which may be inflicted is the responsibility of the user.

The property rights of the Ministry for Digitalisation and Go Vocal

The platform set up by the Ministry for Digitalisation with Go Vocal is protected by intellectual property rights applying to the content, source code, databases, etc. The use of this platform does not in any way imply the transfer of these intellectual property rights to the users of the platform. Each user must be aware of these rights and behave accordingly.

It is therefore forbidden to reproduce, distribute, modify or transmit the platform and its content without permission.
