Analyze the need for public support for investment in charging infrastructure

The Ministry of the Economy of the Grand Duchy of Luxembourg is conducting a public consultation to gather the opinions of charge point operators on the potential need for public financial support for the development of charging infrastructure. Your responses will be essential in guiding policies aimed at promoting sustainable investments in electric vehicle charging infrastructure.

Commission Regulation (EU) No 651/2014 declaring certain categories of aid compatible with the internal market under Articles 107 and 108 of the Treaty provides, in its Article 36a, for the establishment of investment aid in favor of charging infrastructure. However, in Member States where for a vehicle category battery electric vehicles represent more than 3% of the registered fleet, the necessity of investment aid for charging infrastructure for this category must be established through an open public consultation conducted ex ante or via an independent market study. In early October 2024, about 6.2% of light vehicles (categories M1 and N1) registered in the Grand Duchy were battery electric.

Adaptation and extension of the law of July 26, 2022, on the aid scheme for companies investing in charging infrastructure for electric vehicles (Loi du 26 juillet 2022 relative au régime d’aides en faveur des entreprises investissant dans des infrastructures de charge pour véhicules électriques).
