Are you interested in improving public services? Are you eager to share your experiences and challenges that you encounter with public services?

The Council for Simplification addresses this need by bringing together the diverse needs and perspectives of all stakeholders – citizens, businesses, academia, and the public sector. Only together can we design effective public services.

Participate in this collaborative process and work with us to develop concrete proposals for change in various workshops and online via this platform's contribution function.

All people interested in the topic of administrative simplification are cordially invited to participate. Whether you are a citizen, an employee in Luxembourg, an entrepreneur (regardless of sector), or working in the academic sector, it doesn't matter. Everyone is welcome!

In the first phase, we are interested in your opinions, perceptions, and needs. Tell us what's important to you, what you think works well, what's adaptable, and where there's potential for change so that public services and administrative processes meet your needs.

Guido BICHISAO5 months ago In particular: If a company wants to change its address, a change of statute is required with the intervention of the notary. This simple request creates a cost and a time delay. But in addition, we experienced the significant reluctance of notary to process the request smoothly. For example the notary required the authentication of identity cards not only for the beneficially owners exceeding 25% but also for minority owners. This is not requested by law but the notary said that if he believes he needs more information he can always ask. And we are speaking of a simple change in address! This generates delays and costs. Also we experienced a notary refusing to include a change in statute foreseeing two different categories of shares for an srl and requiring a legal opinion to be able to insert such a clause. This prevents companies from organising its governance in proper terms. Finally, for your information we experienced the non -adherence of conditions applicable to a bank account to what is publicly advertised. The BCEE is advertising an account for companies at 12.5€ a month but in reality they charge the 12.5€ plus a service fee in excess of 5€. This additional service fee is not explained and unilaterally charged creating an additional cost to companies.

Egor ERMOLAEV6 months ago I propose adapting Luxembourg’s SME-facing public services to collect, validate and publish standardised ESG KPIs from non-listed SMEs using EFRAG’s new Voluntary Sustainability Reporting Standard for SMEs (VSME), and to transmit those data to investor terminals and, ultimately, the European Single Access Point (ESAP). This fills a clear market gap: today, SME ESG data are fragmented and repeatedly requested by banks and large customers; VSME was expressly created to give non-listed micro, small and medium undertakings a simple, proportional template to answer those requests and access sustainable finance. Implementing a digital “report-once, reuse-often” flow around VSME would reduce administrative burden for SMEs while improving data quality and comparability for investors. The timing is right: EFRAG delivered the VSME in December 2024 and the European Commission adopted a recommendation endorsing its use on 30 July 2025; in parallel, ESAP is moving into implementation with publication of first information due no later than 10 July 2027. A Luxembourg pilot would position the country as an early contributor to ESAP, open early-stage green investment channels for local SMEs, and provide a low-cost way for companies to “road-test” sustainability reporting before any future obligations. In short, this adaptation creates public value (simplification and transparency), market value (investor-ready SME data), and EU value (ESAP-ready interoperability).

Such an unscripted approach would help citizens better understand the current state of affairs.That for example would be part of such an effort.Admittedly this might not be the right place to suggest such an initiative, it feels more like a citizen initiative where we need to get together to make something like this happen.But hey, why not suggest anyways :)

Guido BICHISAO10 months ago The selling process for a car when it is bought buy a non-Luxembourg resident is rather complicated. It required the physical presence of buyer and seller at the SNCA rather than an online process (which could in any case help with a pre-filling of the requirements with all the needed documentation). In addition the buyer needs to take a special plate (EE) paying an advance amount. Then the plate has to be retruned in order to be reimbursed but the process is not very clear for foreigners.
