Are you interested in improving public services? Are you eager to share your experiences and challenges that you encounter with public services?
The Council for Simplification addresses this need by bringing together the diverse needs and perspectives of all stakeholders – citizens, businesses, academia, and the public sector. Only together can we design effective public services.
Participate in this collaborative process and work with us to develop concrete proposals for change in various workshops and online via this platform's contribution function.
All people interested in the topic of administrative simplification are cordially invited to participate. Whether you are a citizen, an employee in Luxembourg, an entrepreneur (regardless of sector), or working in the academic sector, it doesn't matter. Everyone is welcome!
Share your thoughts and ideas with us in person by registering for one of our interactive workshops, divided into different interest groups:
- Workshop for entrepreneurs: the 7th of July 2025, from 1 to 3 pm in Luxembourg-Neudorf.
- Workshop for citizens: the 8th of July 2025, from 6:15 to 8:15 to pm in Luxembourg-Gare.
- Workshop for researchers and academics (including students): the 17th October 2025, from 10:00am to 12:00pm in Esch-Belval.

Phases
Register for the Service Design Workshop
From idea to implementation! Participate in our public service design workshop!
The final workshop of this participatory project will take place on November 7th and 8th, 2025. In the two-day service design workshop*, inspired by the Global Gov Jam, the key themes identified thanks to your contributions will be further developed and concretized.
The themes resulting from all the submitted contributions – whether written online or in person at the workshops – will be discussed with public sector experts, developed, and listed here in due course. They will serve as the starting point for the concluding service design workshop.
During the workshop, participants will refine the key themes together with experts, prototypes of the solution approaches will be co-creatively developed, and finally validated by external testers.

Phase report
Respondents most frequently highlighted the need for simplification and centralisation of administrative processes, especially for interactions with public institutions and government services. Many expressed frustration with fragmented procedures requiring repeated submission of the same information across different bodies and called for automatic digital data sharing and a unified system for accessing and managing personal or company information.
There was a recurring desire for a single digital entry point or platform to handle various administrative tasks, such as company incorporation, grant applications, tax declarations, and car registrations. Respondents noted that current systems are inefficient, requiring navigation of multiple websites and forms, often with overlapping information.
Difficulties with communication and transparency were also common, particularly regarding the inability to track progress of requests online, lack of direct contact with responsible officers, and reliance on outdated methods such as postal mail for official exchanges. There were calls for better digital access, including online status tracking and direct communication via email or phone.
User experience and interface design were criticised, with suggestions that designers should better understand user needs and improve usability, referencing poor examples in existing health and government apps.
Some respondents referenced international best practices, such as Estonia’s digital identity system, as models for more efficient and user-friendly services. There was also interest in enabling citizens to submit questions directly to parliament in a manner similar to other countries.
Overall, the main trends are demands for digitalisation, centralisation, improved user experience, and more transparent, responsive communication with public services.
