National Restoration Plan for nature (NRP)

Consultation as part of the development of the National Restoration Plan for nature

European Nature Restoration Regulation

The European Nature Restoration Regulation (NRR) is a central pillar of the European Green Deal and the EU Biodiversity Strategy. It sets out a framework for restoring degraded ecosystems across the European Union, with progressive targets for 2030, 2040 and 2050.

The ambition is clear: by 2030, restoration measures must cover at least 20% of the European Union's (EU) land and sea areas, and by 2050, all ecosystems in need of restoration must be subject to appropriate measures. The regulation sets specific targets for the large-scale improvement and re-establishment of habitats, for agricultural, forest, urban and aquatic ecosystems, as well as for pollinators, river connectivity and the strengthening of species populations.

The text of the regulation is available online:

Registration for the regional workshops

The regional workshops cover the entire national territory, which is divided into three areas based on municipal boundaries. In order to avoid requiring landowners and land managers to attend multiple workshops, these boundaries are not applied strictly.

For example, the territory of the City of Luxembourg is addressed primarily within the “East / South‑East” workshop held in Grevenmacher. Consequently, a landowner in Bertrange whose property also extends into the territory of the City of Luxembourg may choose to participate either in the workshop in Eischen or in Grevenmacher. The same applies to other municipalities located at the boundary between two areas.

Consultation

1 February 2026 23:00 - 1 March 2026 23:00

Each Member State must elaborate a National Nature Restoration Plan (NRP), which translates European obligations into concrete actions tailored to the national context. The NRPs must follow a harmonised EU-wide format and be subject to an extensive public consultation involving citizens, experts, and stakeholders.

Here you will find all information regarding the development of the Plan and the public consultation.
