Faster and safer way to handle police records

Every time I have needed police records it has been extremely painful since I have lived in several countries. I estimate that it has taken me at least a working week each time. Add to that at least 2-3 hours of government employees time in Luxembourg. Would it not be much simpler to allow the authorities to collect this information in the application? It is naturally more work for the administration but much less than required for the residents. In addition, it would be much, much safer. In our day and age, it would be much simpler to forge a credible-looking document than actually obtaining it. A credible-looking paper provide zero security. Of course, that would be fraud, but so would signing a declaration that you had no penal record if this was false. I see only upsides to the administration collecting these records themselves, it is safer and will save time overall. It would also contribute to Ease-of-doing-business scores.
