We can inform you that
- if user makes her request for a criminal record on MyGuichet.lu after having authenticated herself, the record is transmitted in 1 day
- some administrative procedures require the consent of the person concerned so that the administration can directly request the person's record from the Public Prosecutor's Office (e.g. the request for an annual hunting permit)
What is more, the pdf document provided by MyGuichet.lu contains two mechanisms for verifying the authenticity of the document:
- an electronic signature that guarantees the authenticity of the electronic document
- a Gouvcheck QRCODE that allows the authenticity of the document to be verified once it has been printed.

Every time I have needed police records it has been extremely painful since I have lived in several countries. I estimate that it has taken me at least a working week each time. Add to that at least 2-3 hours of government employees time in Luxembourg.
Would it not be much simpler to allow the authorities to collect this information in the application?
It is naturally more work for the administration but much less than required for the residents.
In addition, it would be much, much safer. In our day and age, it would be much simpler to forge a credible-looking document than actually obtaining it. A credible-looking paper provide zero security.
Of course, that would be fraud, but so would signing a declaration that you had no penal record if this was false.
I see only upsides to the administration collecting these records themselves, it is safer and will save time overall. It would also contribute to Ease-of-doing-business scores.

To clarify, I am mostly talking about foreign police records. I think it would be relatively easy for the authorities to collect these records - at least from EU countries.
